Active shooter incidents are, by nature, unpredictable and fast-moving. In many cases, there is no discernible pattern to victim selection, and these tragic events often unfold in under 15 minutes—well before law enforcement can arrive on scene.

This reality demands that individuals within schools and public institutions be mentally and physically prepared to respond swiftly and decisively.
